В Кыргызстане предлагают ужесточить ответственность за нападение на врачей и сотрудников правоохранительных органов. Депутат Жогорку Кенеша Суйунбек Омурзаков предлагает поправки в Уголовный кодекс и Кодекс о правонарушениях. Законопроект вынесен на общественное обсуждение.
По словам депутата, в Кыргызстане участились случаи неповиновения и оказания сопротивления сотрудникам милиции и нападения на врачей. Он привел в пример недавний случай, когда в Алайском районе пьяный водитель, выражаясь нецензурными словами, сорвал погоны с инспектора.
«Такие хулиганские действия порочат честь и достоинство не только представителей власти и иных лиц, сотрудников органов внутренних дел, исполняющих обязанности по охране общественного порядка или пресекающих нарушение порядка, но в целом наносят существенный урон имиджу всего государства», — отмечает инициатор.
Депутат предлагает за хулиганство, совершенное в отношении лица, находящегося при исполнении своей служебной, профессиональной деятельности или выполнении общественного долга, наказывать штрафом от 50 до 200 тысяч сомов или лишением свободы на срок от пяти до семи лет.
Суйунбек Омурзаков отмечает, что поскольку, кроме представителей органов власти, в обеспечении общественной безопасности участвуют и другие граждане (представители народных дружин или добровольцы), в этой связи предлагается ввести правовую норму об ответственности за «хулиганство, связанное с сопротивлением другому лицу».
Отмечается, что также имеется немало случаев хулиганских действий в отношении лиц, выполняющих свою служебную, профессиональную деятельность или общественный долг (работники скорой помощи, врачи, пожарные, судебные исполнители, приставы, представители местных органов власти и другие). Поэтому предлагается ввести усиленную ответственность за хулиганство, совершенное в отношении лица, исполняющего свою служебную, профессиональную деятельность или общественный долг.
